Complaint
Description: Plaintiff attended the Puerto Rican Day Parade. Plaintiff asked Defendant Officer Lessard if he knew of a restroom nearby. Defendant officer responded by pushing plaintiff into a parade barricade and placing his knee into plaintiff's back. Plaintiff informed the officer that he had previously had spinal fusion surgery and he was in severe pain. Defendant officer kept his knee on the plaintiff's back and began to search plaintiff. Plaintiff informed the officer that he had two knives in his pockets. Plaintiff was arrested, and when taken to the precinct he was charged with Criminal Possession of a Weapon in the Fourth Degree and Possession of a Knife Worn Outside of Clothing.
