When Plaintiff was removing his identification from his wallet, as asked, Defendant Lt. Rule violently struck his hand. Plaintiff, fearing for his life, turned to run and was attacked by numerous officers. Defendant P.O. Cawley placed Plaintiff in a chokehold while other officers tackled him to the ground, disrupting his breathing and injuring his shoulder.
