Complaint
Description: On February 1, 2013, plaintiff was providing assistance to an individual in physical distress on a street corner. Officer Gene Ryerson struck plaintiff several times with a baton, and he and Officer Angel Vazquez forced plaintiff to the ground and handcuffed him without warrant or cause. Plaintiff was taken to the precinct and imprisoned until his arraignment the next day. Officer Ryerson falsely informed the ADA that Officer Ryerson had attempted to render aid to the person that plaintiff was assisting and that plaintiff refused to step away when instructed to do so. Plaintiff was charged with obstructing governmental administration. On April 23, 2014, the charge was dismissed.

Description: On September 16, 2014, plaintiff Ayisha Long answered her doorbell to a friend of her son, and saw her son, Sidney, in a park across the street with a number of police officers, including PO Angel Vasquez. Plaintiff ran over, barefoot, and informed the officers that she is Sidney's mother. She told Sidney to stay calm, the police officers took him down to the ground, and plaintiff knelt down next to him, urging him to stay calm. At some point, police Cpt. Christopher Zaffiro arrived on the scene. Zaffiro grabbed plaintiff from behind and forced her arms behind her head.
