Description: On October 19, 2021, Plaintiff was walking in his neighborhood when an unknown male initiated an altercation and knocked him to the ground. Video footage shows Plaintiff trying to get up off the ground and avoiding escalating the situation. PO Gloria Cevallos and Minator Kryeziu then arrived at the scene and tried to handcuff Plaintiff while he was still on the ground, without first announcing themselves or asking any questions. A confused Plaintiff attempted to stand up from the sidewalk while PO Cevallos held his arms behind his back.
