Description: On April 20, 2013 Plaintiff was lawfully crossing the street when an individual in a car honked their horn at him and screamed profanity at them out of the car window. Plaintiff later learned the individuals in the car were POs Adam Palmer, Mateusz Tkaczuk, Nicholas Virgillo, Sgt. Damian Scanlon, and/or POs 1-10. The POs exited the car, approached Plaintiff with aggression, threw him forcibly against a brick wall without legal justification, punched Plaintiff in the face, threw Plaintiff on the ground, and continuously kicked and punched Plaintiff.
