Description: On May 29, 2020, Plaintiff's vehicle was temporarily stopped in an authorized standing zone. NYPD Officers Mark Preira and James Obrien instructed Plaintiff to move her legally situated vehicle, despite there being no justification for doing so. Plaintiff complied, and was then illegally stopped by Officers Preira and Obrien. This incident was initiated due to Plaintiff's race. The Officers instructed Plaintiff to step out of the vehicle and physically restrained her while violently contorting her arms behind her back and handcuffing her in an excessively tight fashion, which caused further injury.
