Plaintiff ALEX TILLIE, who is blind, hearing impaired and diabetic, was recovering from the recent amputation of his toe. Officer and Plaintiff, thinking he was being mugged, fell to the ground struggling until he was placed under arrest and taken to the 25th precinct.
