Description: On February 2, 2013, Plaintiff and his friend were driving in Brooklyn. POs Adam Conlin and Piero Lasaponara approached and yanked Plaintiff out of the car, slammed him against it, and handcuffed him. The handcuffs were so tight that one of his wrists started to bleed. Plaintiff pleaded with the POs too loosen the cuffs but they refused. The POs searched Plaintiff and the car without legal justification. In the car, the POs found an allegedly stolen wallet, a small amount of marijuana, and a lighter that looked like a firearm. The POs and prosecutors charged Plaintiff with a number of crimes, which the District Attorney's Office declined to prosecute.
