Description: On or about November 11, 2022, officers seized Plaintiff's vehicle after an individual operating Plaintiff's vehicle was allegedly speeding, refused to pull over for police but instead parked the vehicle, locked it, and left the scene. On or about November 13, 2022, Plaintiff went to the precinct and requested the release of his motor vehicle. At the precinct, an unnamed officer informed Plaintiff that the Police Department seized the vehicle by deeming it a "stolen vehicle" and refused to release the vehicle back to Plaintiff unless Plaintiff tell the individual who was operating Plaintiff's car to turn themselves in.
