Complaint
Description: On June 21, 2023, plaintiff was explaining to defendant NYPD officers that he was legally parked outside his home, and he was wrongfully given a ticket. The plaintiff then lawfully requested both defendants to provide a RTKA card, however they both refused and tried to leave the location. Rather than deescalating the situation, the defendants falsely accused the plaintiff of criminal acts and violently grabbed his head and body without probable cause and began to search his person. The officers violently contorted his arms and affixed extremely tight metal handcuffs to his wrists.
