Description: On September 1, 2014 Plaintiff was driving to church when he attempted to make a left-hand turn. An unnamed PO told Plaintiff he could not make the turn, and as Plaintiff was speaking to the first officer PO Flores came over to the driver's side window, told Plaintiff to "move your fucking car," and hit Plaintiff's arm twice. Plaintiff asked PO Flores to not hit him and stated he would call his lawyer. PO Flores responded "I don't give a fuck about your lawyer" and ordered Plaintiff out of the car. Plaintiff complied then PO Flores told him he was arrested. Plaintiff asked why and in response PO Flores grabbed Plaintiff's arm, struck Plaintiff's wrist with handcuffs numerous times, then placed excessively tight...
