Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Lawsuits

Abram, Melissa vs City of New York, et al.
Case # 16CV05682, U.S. District Court - Southern District NY, July 18, 2016, ended April 27, 2017
$25,000 Settlement
Complaint
Description: The plaintiff went to the 81st Precinct to make a complaint concerning her landlord. The plaintiff entered through the side entrance of the precinct assuming it would be fine and passed many officers, none of which said she could not enter through the side door. Once at the front desk she was rushed at by four officers who pushed her out the front door and then used a taser on her with two darts over her left chest and neck (the areas explicitly told to officers to avoid). The plaintiff was then taken to the emergency room.
