Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On July 25, 2017, P.O. Anna Ruizwerkema and an undercover officer stopped and searched plaintiff without probable cause, placed him in handcuffs, kept him in a police van for several hours, and eventually transported him to the 34th Precinct. Plaintiff was incarcerated for several hours before being released on his own recognizance. P.O. Ruizwerkema provided falsified evidence against plaintiff of patronizing a prostitute in the third degree and withheld exculpatory evidence from the D.A. As a result, plaintiff was required to return to court on several occasions. The matter was ultimately dismissed on January 23, 2018.
