Defendants placed Plaintiff into handcuffs and under arrest. Defendants accused Plaintiff of committing a burglary. Description: On January 1, 2016, as plaintiff was exiting a building defendant Officer Taveras, who was wearing street clothes, approached and grabbed him. In fear, plaintiff ran.
