Description: On January 1, 2016, as plaintiff was exiting a building defendant Officer Taveras, who was wearing street clothes, approached and grabbed him. In fear, plaintiff ran. Defendant followed him and ultimately identified himself as a police officer. At that point, plaintiff stopped running. Defendant nonetheless tased him, handcuffed him and kicked him in the ribs. Plaintiff was then transported to the 49th precinct and denied medical assistance for some time. Defendant officers subsequently provided false information to the DA's office to justify plaintiff's arrest.
