Description: On September 13, 2021, P.O. approached lawfully present Plaintiff at the roadway of 5th Avenue with East 81st Street. P.O. grabbed, slammed the Plaintiff to the ground, jumped on top, had his arms twisted, pulled, and was forcefully placed in handcuffs. The Plaintiff was taken back to the 23rd Precinct at approximately 3 am. The Plaintiff was taken to the NY Country Central Booking at around 6 am. On September 14, 2021, He remained there until his release and was issued baseless criminal charges.
