Description: On April 9, 2020, plaintiff Tammara Wynter was shopping at a grocery store when she noticed PO Welch touching produce randomly amidst a global pandemic. Plaintiff approach PO Welch and suggested Welch be more cautious when handling the produce. PO Welch was angered by the suggestion and PO Welch, Sergeant Cheng, and PO Mirza slammed plaintiff into a table and handcuffed her in the store. Plaintiff repeatedly informed the POs that the handcuffs were too tight and causing pain, but the officers refused to loosen them. Plaintiff was eventually taken outside, where she was slammed on the POs RMP and repeatedly slammed her with the RMP door while attempting to place her in the vehicle.
