Description: On June 5, 2014, at 12:40 pm Plaintiff was walking around 150th Street between Covenant and Amsterdam Avenue in New York County. Plaintiff was stopped by 2 NYPD officers in a van. The officers left the van and asked Plaintiff where he was going and if he lived in the area. Plaintiff said he was going to the bus stop. The officers told Plaintiff to stand at a spot and not move. One officer left and came back with a rolled up tobacco- and told Plaintiff he was a smart ass, and told the plaintiff to choose between two objects, one was a joint and the other was a small glass container. Plaintiff said neither were his. The officers made fun of the Plaintiff's speech impediment, and one told the other to "cut his sma...
