Description: On July 26, 2023, at approximately 6:30 p.m., Plaintiff was inside his residence located at 451 East 116th Street, County of New York, New York, when he heard a commotion outside. Mr. Rivas exited his apartment building to observe a car accident that had taken place between two vehicles. Mr. Rivas observed two police vehicles, multiple police officers and approximately twenty civilians surrounding the accident. Mr. Rivas, no longer interested in rubbernecking, was on his way back into his building when four Defendant officers followed him into the lobby of his building and forcefully pushed him, against the wall.
