Description: On or about April 19, 2023 Plaintiff, who was eight months pregnant, was lawfully driving a vehicle when PO Joshua E. Conseillant, PO Joseph J. Jacobsen, and PO John Doe stopped Plaintiff's car without justification. After Plaintiff provided POs with requested documentation, POs informed Plaintiff she was the subject of an investigation card ("i-card") and ordered her out of the vehicle. Plaintiff complied with every request but after PO searched--without recovering contraband--her POs Conseillant and Jacobsen roughly grabbed Plaintiff's arms, causing pain to Plaintiff's shoulders and arms.
