Description: On January 3, 2018, PO Aleksandr Nikolli and others stopped the Plaintiff who was traveling in a car with his girlfriend, even though the Plaintiff did not violate any rules or regulations. After Plaintiffs girlfriend and PO Nikolli were engaged in a verbal dispute, PO Nikolli handcuffed and arrested her. Then, when the Plaintiff asked reason for her arrest, he was handcuffed and arrested, despite he did not obstruct governmental administration or resist arrest. The plaintiff was charged with Obstructing Governmental Administration and Resisting Arrest.
