Description: On December 11, 2019, plaintiff was lawfully parked on the road when police officers Anthony Rubilotta and 10 unnamed officers approached her vehicle. The officers then illegally stopped, detained, arrested and questioned plaintiff for 20 minutes about a stolen computer. Plainitff complained that the handcuffs were too tight, but the officers ignored her requests to loosen them. During the questioning, the oner of the computer arrived for a show up identification, and confirmed that plaintiff was not the person who stole the computer.
