Description: On August 20, 2016, plaintiffs were waiting for a friend's sister at a temporary shrine for the friend who had been killed in a fire when POs in plain clothes placed an individual standing near them under arrest. PO Doe Sergeant 1 instructed plaintiffs to be patted down. No weapons or contraband were found on plaintiffs. Plaintiffs were then placed under arrest without any probable cause. PO Reyes submitted a sworn criminal complaint falsely alleging that plaintiffs was involved in drug transactions. At first appearance, the charges against plaintiffs were dismissed for lack of evidence.
