Description: On June 29, 2017, plaintiff was with lawfully present with members of his family and friends at Orchard Beach awaiting for the evening's firework display to begin. Plaintiff's sister briefly walked into the ocean to remove sand, after which point defendant-NYPD Officers approached the sister and ordered her leave the beach for rules violations. Plaintiff then witnessed defendant-NYPD officers, including defendant Smit Feliz (Shield No. 00684), slapping, pushing, and physically striking his sister. Plaintiff approached the defendant, at which point defendant-Officer Feliz struck the plaintiff, before returning to assault plaintiff's sister.
