Description: On July 25, 2020, the Plaintiff was at a protest when he witnessed the NYPD tase a protester in front of him. The Plaintiff began to walk away from the location and NYPD Sergeant Carlos Hills tackled the Plaintiff without warning, resulting in the Plaintiff getting a concussion. Then, NYPD PO Scott Obenauer and NYPD Sergeant Sindy Sanchez seize the Plaintiff. Sanchez forced the Plaintiff's hand behind his back and Obenauer put his hand on his waist. The Plaintiff pled for his release. Sanchez held on to the Plaintiff and commanded that he raise his hands over his head and walk forward.
