Complaint
Description: On May 23, 2015, at the 41st Police Precinct in the Bronx, Plaintiff needed to walk down a set of stairs. NYPD Officers Stephen Samuel and Michael Rubeis, as well as ten unidentified police officers and/or detectives, failed to offer Plaintiff assistance despite the fact that he was handcuffed and they knew he walked with braces and a cane. They then pushed and/or forced him down the stairs while he was handcuffed, causing him to suffer physical injury. They also failed to bring Plaintiff before a local criminal court within 24 hours. They also seized over $70,000 from inside Plaintiff’s apartment but vouchered only $36,158 and kept the rest for themselves.
