Description: On June 23, 2022, Plaintiff was lawfully driving his vehicle when NYPD Officers Joseph Frisina and Nicholas Vecchiarelli directed him to pull over. The Officers asked Plaintiff for identification, and he complied. The Officers then asked Plaintiff to step out of the vehicle, but before he could do so they grabbed him and attempted to pull him out of the vehicle. Officer Frisina instructed Officer Vecchiarelli to tase Plaintiff. When Officer Vecchiarelli tased Plaintiff, because Plaintiff was still in the vehicle, Plaintiff's foot accidentally hit the accelerator, causing the vehicle to speed forward.
