Description: On or about September 7, 2017, at approximately 6:30pm, Officers Kevin Padilla (#16328), Gavier Almanzer (#9934), Patrick Casiano (#4363), Anthony Gecevice (#20437), Shemas Rehman (#2026), Rickey Deng (#15988), Daniel Olbrich, Sergeant Michael T. Nocerino (#491), John Doe, and Jane Doe arrested David White without cause and charged him with various crimes including loitering. The officers arrested Mr. White and tightly handcuffed him. Mr. White told the officers that the handcuffs were hurting him and pleaded with them to loosen the handcuffs.
