Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 16CV06286, U.S. District Court - Eastern District NY, November 18, 2016, ended August 31, 2017
$12,500 Settlement
Complaint
Description: The plaintiff had just come out of McDonald's and was waiting for a street cab when the defendant officers approached and arrested the plaintiff using excessive force and tightly handcuffed him. The plaintiff was taken to a nearby plaintiff and told that he was being charged with petit larceny and criminal possession of stolen property due to being suspected to be associated with another individual who had committed such crimes. The charges were later dismissed. On a later incident, the defendant officers showed up at the plaintiff's home and arrested him taking him to the 67th Precinct for questioning. He was released without any charges hours later.
