Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 16CV05915, U.S. District Court - Eastern District NY, November 7, 2016
Complaint
Description: The plaintiff was at a club when two men came in and robbed it causing a panic and people to run outside. The plaintiff was one of those individuals and when he tried to hail a cab officers approached him asking what was going on. In his broken English the plaintiff tried to explain, but the defendant officers instead handcuffed him, used excessive force, searched him, and took him to the 110th precinct. At the precinct he was interrogated and then charged with armed robbery in the first degree and taken to Rikers Island. The plaintiff was in jail for nearly a year before being released and his charges dropped. He has psychiatric problems now due to the trauma.
