Description: On or about October 12, 2022, Emil Dib - who suffers from schizophrenia and bipolar disorder and had past interactions with local law enforcement - was approached by Officer Jose Alicea while walking back to his home after purchasing cigarettes. Officer Alicea was responding to a call from Dib's sister, who reported an argument she and Dib had prior to Dib leaving to purchase cigarettes. Officer Alicea asked Dib to come with him, and Dib willingly agreed; notwithstanding Dib's surrender, Officer Alicea deployed a taser on Dib, striking him in his chest and left hip. As a result of Officer Alicea's taser use, Dib fell to the ground and hit his head on a nearby curb. Dib was taken to the hospital and treated ...

Description: On April 16, 2012, at 5 pm, Mr. Bishop, having just left his friend’s home on Sand Lane, Staten Island, began to walk home until a police vehicle pulled up beside him. Several officers, including Officer Le Ber, Officer John Doe 2, and Officer John Doe 3 got out of the vehicle and grabbed Mr. Bishop. The police officers proceeded to kick and punch Mr. Bishop about his body and scraped his face on the floor. Mr. Bishop was handcuffed, thrown in the police vehicle, taken to the 122nd precinct, and was subsequently charged with robbery and remanded on Rikers Island.
