Tynel Williams was operating the vehicle. Charlene Jackson was the owner of the vehicle. Without warning, the 2015 Chrysler Sedan was rammed by an unmarked vehicle owned by CITY and NYPD and operated by an unidentified police officer in plain clothes. Description: On June 2, 2020, plaintiff was driving in a vehicle when she was rammed by an unmarked vehicle owned by the NYPD and operated by defendants. Defendants then approached his vehicle with guns drawn and screamed at all occupants ordering them to "freeze".
