Description: Defendant Officers approached Plaintiff on the street, stopped and frisked him, handcuffed him, assaulted him, sprayed with Mace and then taken to the 103rd Precinct, where he was strip-searched. Plaintiff was charged with attempted robbery in the first and second degree, assault in the second and third degrees, and resisting arrest, which a grand jury voted no true bill.
