Description: On October 12, 2012, Plaintiff was struck by a motor vehicle while crossing the street. At the aforementioned location, Plaintiff was subject to both verbal and physical abuse by multiple members of the NYPD, including Officers Ramon and White, who responded to his call for help after being hit. Plaintiff was pulled and choked prior to being handcuffed and forcibly detained by multiple members of the NYPD, including Officers Ramon and White. Plaintiff did not pose a threat to the safety of the arresting officers and did not actively resist arrest or attempt to evade arrest.
