Description: On September 20, 2019, while lawfully near Surf Avenue and West 8th Street in Brooklyn, NY, the plaintiff was illegally stopped, searched, seized, and detained by the defendants, including Jakson, Villarreal, Simpkins, and Panek, without any legal justification and solely because of his race. During the arrest, the defendants unlawfully approached the plaintiff, assaulted, battered him, and affixed excessively tight handcuffs. They illegally searched the plaintiff and arrested him. The defendants who were present but did not actively participate failed to intervene. After the arrest, the plaintiff was transported to the 60th Precinct, where he underwent scans and searches.
