Complaint
Description: On or about July 30, 2014, Detective Nelson Lopex, Mark Worthington, Carl Worlstrom, Carlos Pagan, Charles Carlstrom forcibly seized and searched plaintiff without a warrant, justification, consent, probable cause. After seizing and searching the plaintiff, defendants detained, handcuffed, arrested, and imprisoned him. On or about July 31, 2014, defendants initiated a criminal prosecution of plaintiff. In or around July 2016, the defendants rearrested the plaintiff on an additional charge of manslaughter. On or about November 14, 2017, all criminal charges against the plaintiff were dismissed.

Description: On February 22, 2013, Plaintiff 1 was arrested unlawfully in his home. On June 11, 2013, Plaintiff 2 was arrested unlawfully in his home. Both Plaintiffs were accused of being present in a woman's apartment with two other guys and allegedly stealing the woman's phone and iPad. Plaintiffs deny ever being in this apartment and do not know who that woman is. Plaintiff 1 was incarcerated for approximately 5 days until his mother posted bail. Plaintiff 2 was incarcerated for approximately 48 hours.
On November 4, 2013, the case was dismissed. As a result of the unlawful arrest and imprisonment, Plaintiff 1 missed his GED classes and was required to re-take the program and Plaintiff 2 was fired from his job.

Description: On November 19, 2011, Plaintiff lawfully entered his mother's apartment. Plaintiff's mother had called him after a gunshot was reported at her apartment. When Plaintiff arrived, he observed his brother lying on the floor bleeding from the head and a gun lying next to his body. Defendant police officers arrived at the apartment, unlawfully searching Plaintiff. Defendant police officers knew Plaintiff did not live at the apartment and knew the gun did not belong to Plaintiff. Defendant police offers did not recover any drugs, contraband, or illegal paraphernalia from Plaintiff and at no time did Plaintiff commit any crime or violate the law.
