Description: On or about January 28, 2020, at approximately 6.30 p.,., Plaintiff Luis Villegas was in the vicinity of East 146th Street and Brook Avenue in the Bronx, New York, when he was approached by several NYPD officers, including Police Officers Jose Corniel, Surendra Seewah, Jose Cordero, and two unidentified officers referred to as John Doe and John Roe.
