Description: On July 6, 2016, Plaintiff was approached by Officers Donnelly and Howard while on his way to his neurologist's office. The officers detained him, and Plaintiff explained that he needed to make his appointment with his neurologist. Officer Howard responded that they could "handle this like men," and Officer Howard then gripped Plaintiff by the neck and punched him several times in his ribs before slamming to the ground and threatening him with his baton and mace.
