Description: On May 31, 2017, Plaintiff’s mother called 911 to have plaintiff transported to a hospital for psychological treatment. Several NYPD officers then arrived at the house, pushed plaintiff into a chair, and placed him in handcuffs. Plaintiff was taken to Jacobi Hospital, where NYPD officer Justin Tam struck plaintiff in the face and other officers handcuffed him to the bed so that he was unable to move. Plaintiff was kept in this condition until he was arraigned on June 14, 2017. Plaintiff was held in the hospital until October of 2017.
