Description: On January 17, 2023 Plaintiff was a lawful pedestrian when PO Zhan Chen and other unnamed officers assaulted and battered him without legal justification. Plaintiff was then falsely arrested, unlawfully imprisoned, and maliciously prosecuted. All charges were ultimately dismissed. Plaintiff suffered mental shock, anguish, psychological trauma, and humiliation as a result of this incident.
