Description: On November 20, 2019, as plaintiff arrived in front of his house, two plain clothes officers came out of a car from across the street and approached him. The officers told plaintiff that Detective Morand had instructed them to bring plaintiff to the precinct. Plaintiff explained that he had spoken with the detective before and the tenancy issue was a civil matter, not criminal. The officers insisted that plaintiff leave with them. While inside his home with the officers, plaintiff showed them documents relating the rental transaction for which he was being arrested. The officers arrested plaintiff and took him to a precinct.
