Description: On or about December 20, 2012, Plaintiff was sitting at the courthouse waiting to be summoned for a different matter when Defendant Detectives David Bell and John Doe 1 instructed Plaintiff that he was to go with them for questioning. Defendants then arrested Plaintiff. Defendants told Plaintiff he had an "I-Card warrant" out for him. However, the I-Card was falsely issued against Plaintiff by Defendant Detective Manuel J. Perez, who failed to check video footage from a Fedex that would have exculpated Plaintiff.
