Description: On March 16, 1989, Carlton Roman was arrested in connection to his friend Lloyd Witter's death. Detective William Pepey arrested Carlton and searched his car without probable cause (nothing was found) and conducted an unreliable show-up procedure. There was also exculpatory evidence that wasn't disclosed to the jury regarding the identifying witness, Paul Anderson, first giving Detective John Loguercio a detailed description of 4 unidentified perpetrators, none of which resembled Carlton whom Mr. Anderson knew. Detective Pepey also orchestrated a second identification with a non-verbal shooting victim Jomo Kenyatta with an ID procedure that was not aligned with NYPD protocol.
