Description: On October 16, 2018, Plaintiff Brown was in his car when Police Officer Robert Candela and other unnamed officers forced him to exit to receive a summons for criminal court proceedings for what they claimed to be the likely presence of unreasonable noise due to engine exhaust. The officers then entered his car and searched it without a search warrant for the car or an arrest warrant for Plaintiff Brown. Plaintiff had also not committed this crime. Yet, the Police officers, including Candela, fabricated multiple locations in which the noise due to engine exhaust had occurred. The search, according to the officers, yielded evidence of the unreasonable noise and Officer Candela arrested Brown, placing him in tight...
