Description: On January 5, 2021, plaintiff called the City of New York Police Pension Fund in order to receive an update on an application for a loan derived from the NYC Deferred Compensation Plan Unit. The plaintiff and employee on the call had a disagreement. This call arose after plaintiff had placed several calls seeking an update to a November 2020 loan application placed with the NYC Deferred Compensation Plan Unit.
On January 6, 2021, at midnight, while on a tour of duty, plaintiff was called directing him to the 109th Precinct. Plaintiff arrived at 1:00 a.m. There, defendant-NYPD officers, including defendant-NYPD Sergeant Frank Mosca (Shield No. 3302) took plaintiff into custody and placed him in a "muster room"...
