Description: On August 25, 2017, the plaintiff, the operator of a livery vehicle, stopped his vehicle on the side of the street in order to pick-up a passenger-for-hire. Shortly after stopping, NYPD vehicles arrived on the street, including one NYPD vehicle which blocked in the plaintiff's vehicle. NYPD officers appeared to be clearing the sidewalk, however, no NYPD officer requested plaintiff move or leave his vehicle. Plaintiff proceeded to open his front driver's side door to ask his passenger to enter the vehicle. Description: The plaintiff was walking when a police vehicle pulled over in front of the plaintiff. The officer asked for the plaintiff's ID and after giving it to the officer, the plaintiff panicked and began to run. Another police vehicle stopped in front of the plaintiff and the defendant officers handcuffed him, knocked him to the ground, assaulted him, sprayed him with mace, and slammed the plaintiff's face onto the concrete. The defendant officers then stomped on the plaintiff and continued to despite the plaintiff's cries that he could not breathe. The plaintiff lost consciousness and came to at a nearby hospital. The plaintiff was then brought to a Precinct for unspecified charges that were eventually dismissed.

Description: On July 9, 2013, plaintiff was beaten, shot with a Taser gun, handcuffed, and arrested by defendants in the 69th precinct, Brooklyn, NY. While standing in the 69th precinct in handcuffs, Plaintiff was able to remove a hand from the cuffs and used that hand to gesture while speaking to Phillip.
