Description: On May 4, 2023, defendant-officers, including Officer Ashley Hines (Shield No. 31766), approached, stopped, assaulted, handcuffed, and arrested plaintiff. Defendant-officers touched, grabbed, and pushed plaintiff's person during the stop and subsequent arrest. Defendant-officers had neither just cause, probable cause, nor any other legal justification for such course of conduct. Plaintiff was subsequently processed and based on defendant-officers' false or misleading complaint. Plaintiff was stopped, questioned, searched and seized solely on the basis of his age and/or race. Defendant-officers' conduct was pursuant to the City of New York and NYPD's "Stop, Question, and Frisk" policy or program.

Description: On July 10, 2021 Plaintiff was lawfully driving in the vicinity of Balcom Ave. and Bruckner Blvd. in the Bronx when Plaintiff was seized by Defendant Officers, including Officer Hines, who pointed their firearms in Plaintiff’s direction and directed him to pull over. Defendant Officers approached Plaintiff’s vehicle with their weapons drawn, pointed them at plaintiff, opened Plaintiff’s driver’s side door, and then forcefully pulled Plaintiff from his vehicle, and pushed him up against same. Plaintiff was unarmed and not a threat. At no time did said officers request Plaintiff provide them with his license and registration.
