Description: On October 31, 2018, Plaintiffs DG, Anthony Ellis, & Travis McMeans (ages 13-15) were trick-or-treating with friends when multiple police cars arrived from both directions, stopping near the group. Numerous officers exited their vehicles and pointed their guns at the group of children. Anthony ran east, before being tackled by Defendant POM Shingru Wang, who then handcuffed the child with excessive tightness. DG ran east as well, until Defendant Lt. John Dasaro pointed his gun at him, told him to stop, and handcuffed him. Using a knife, Defendant Wang cut off DG's backpack.
