Description: On October 31, 2018, Plaintiffs DG, Anthony Ellis, & Travis McMeans (ages 13-15) were trick-or-treating with friends when multiple police cars arrived from both directions, stopping near the group. Numerous officers exited their vehicles and pointed their guns at the group of children. Anthony ran east, before being tackled by Defendant POM Shingru Wang, who then handcuffed the child with excessive tightness. DG ran east as well, until Defendant Lt. Description: On or about November 24, 2015 POs Michael Kutny, Brian Grant, and John Doe attacked, hit, beat, and punched Plaintiff, thereafter throwing Plaintiff face down on the ground and forcefully restraining Plaintiff. POs had no legal justification for this attack. Plaintiff was interrogated by POs, who made threatening gestures and statements intended to provoke fear in Plaintiff. Plaintiff suffered loss of liberty, personal injuries, humiliation, mental anguish, depression, and deprivation of constitutional rights as a result of this incident.
