Description: On April 11, 2014, Plaintiff was standing by his car when a woman approached him. The woman was P.O. Iballys Sterling in disguise, working under the Losing Proposition” operations (“OLP”) where the NYPD authorizes its precinct-level commanders to conduct undercover prostitution stings. The OLP policy strictly requires officers to be recording the conversations. P.O. Sterling, without recording, started a conversation with Plaintiff and offered to perform oral sex on him for money.
