Description: On September 18, 2020, Plaintiff ANTOINE VINES was wrongfully and without and legal justification whatsoever, arrested by Defendants DETECTIVE STEPHEN PROSCIA, SERGEANT AALOK KANTHARIA, DETECTIVE ERIC GUTIERREZ, POLICE OFFICER JAIR FLORES, DETECTIVE BRIAN MCCARTHY.
