Conclusion Meanings:
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.
'Within NYPD Guidelines': The alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Supreme Court - Kings, February 16, 2021
Complaint
Description: On or about December 13, 2019, PO Justin Colon and ten other unnamed Defendant POs unlawfully entered a residence without consent or a warrant and unlawfully questioned and seized Plaintiffs, two Black women. Defendants targeted Plaintiffs and subjected them to disparate treatment based on their race. Though Defendants did not observe Plaintiffs committing any crimes, Defendants placed excessively tight handcuffs on Plaintiffs, arrested Plaintiffs, and brought Plaintiffs to the 67th Precinct. Following the unlawful arrest, Defendants fabricated evidence, made false claims to prosecutors, and suppressed exculpatory evidence. One Plaintiff was wrongfully detained for seven days, and the other for 24 hours.
